That is why the Kentucky Department of Insurance has launched the Strengthen Kentucky Homes (SKH) Program, a grant initiative designed to help homeowners upgrade to an IBHS FORTIFIED™ Roof standard.

The 2025 IBHS FORTIFIED Roof™ standard focuses on one primary goal:

A FORTIFIED Roof includes several critical technical upgrades:
1. Enhanced Roof Deck Attachment
The 2025 standard requires roof decking to meet minimum thickness requirements, generally 7/16″ sheathing or greater, secured with ring-shank nails and tightened fastening patterns. Ring-shank nails significantly increase withdrawal resistance compared to smooth-shank nails, improving performance under uplift forces.
In high-wind events, roof deck loss is often the beginning of catastrophic damage. This step alone dramatically increases structural resilience.
2. Sealed Roof Deck
The 2025 standard requires a sealed roof deck to prevent water intrusion if shingles are lost.
This can be accomplished using a full-coverage self-adhered membrane (commonly known as ice and water shield), or other approved sealed deck methods under the IBHS protocol.
If shingles are blown off during a storm, the sealed deck provides a secondary barrier—preventing rain from immediately entering the attic and interior of the home.
3. Reinforced Roof Edges
Research shows that roof failures often begin at the edges. The 2025 FORTIFIED standard requires enhanced edge protection, including properly installed drip edge and underlayment integration designed to resist uplift.
Edges must be mechanically fastened and integrated to reduce peel-up forces during wind events.
4. Improved Flashing and Penetration Protection
Pipe boots, valleys, flashing transitions, and other penetrations must meet specific installation standards to reduce leak pathways. Proper integration with the sealed deck system is required.
The 2025 standard also includes documentation and inspection requirements, meaning the work must be verified by a certified third-party evaluator before certification is issued.

What Is the Strengthen Kentucky Homes Program?
